Please help me to circuit-network my artillery shell platform

So I want to produce artillery shells for Nauvis on the platform by shipping the materials from Vulcanus. But I have three things I need to solve:
1) I want shells to be produced while orbiting Nauvis and en route from/to Vulcanus, but not while orbiting Vulcanus. First two can be made with "Read moving from/to", but what about the latter? I presume it can be done with a memory cell, but what I saw on the wiki and on reddit are just timers, not memory cells, so I can't quite wrap my head around them.
2) I want the exact amount of materials to be shipped - no more, no less. One rocket fits enough for exactly 18 shells. The problem is even if I build a separate rocket for their delivery and disable "Automatic requests..." on this rocket, bots may still use other rockets for automatic shipping, and I can't disable them too because I need them for on-demand tungsten plates, modules, conveyors, foundries, etc. on a different platform
3) I want this exact amount of materials to be consumed by assemblers with none of them ever having any spares (i.e. no assemblers should ever have say 12 explosives, 3 calcite, 0 tungsten plates and 1 radar, they should always hold exactly as many materials as required to produce the next shell)

Can these problems be solved with circuit-network alone, or do I need to redo the parts of my ship? Below is the blueprint because I don't know how to make it into a button like on wiki. Any help, suggestions or improvements will be very appreciated!

Consider taking a different approach. What is your motivation to craft artillery shells on the platform? The shell has a stack size of 1, so it will consume a huge amount of space, and space is constrained on a platform. So it's more efficient to just transport the ingredients, and whats more, just required ingredients, and craft on the planet. 2 of the ingredients are available on the planet Nauvis, so you don't need to send it up to the platform and don't need to store them. You need to transport just calcite and tungsten plate, from where you have to transport calcite anyway since you need it everywhere.

1 rocket is able to carry 500 calcite and another one 250 tungsten plates, which are 10 + 5 = 15 stacks, from which you can craft up to 62 artillery shells and there is still 500-62=438 calcite = 9 stacks left. If you did this on the platform, you explode 15 stacks to 71 stacks, not even counted the 10 stacks you need for explosives and 2 you need for the radars.

If you use the platforms just for transport, you can keep them small, get them large inventories, and for crafting is much space on the planet. The other planet you would use artillery shells is Gleba, and do the same with Gleba.

This is in contrast to artillery turrets: it's more space efficient to craft them on Vulcanus and ship the turrets.

If you still want to craft shells on the platform: this exact handling of ingredients isn't very well supported by the game. It's very tedious to build for no real benefit. On a platform, you pay for it with additional space footprint just for combinators. In all cases I encounter it's sufficient to produce until some upper threshold has been reached, and it doesn't matter if this is 1 or 2 more than intended or if there is 1 or 2 of some ingredient left in the machine. It's being used for the next production cycle, so it can safely remain.

ps. to post blueprints as button on the forum, locate the "bp" button at the top of the editor window. It adds a markup where you paste the blueprint string into. Just edit your post and add this markup. You added "code", instead use "bp".

You can also do that with "Read moving from/to", the value of a planet is "3" while orbiting. But like Tertius said, your approach is doing far too much micromanagement. It will make the design insanely complex and fragile, even if you can make it work some of the time. Just let the ingredients flow, and fill them up when they get low. (Though this sort of approach does make more sense when dealing with promethium science later, to avoid any biter eggs hatching in places they shouldn't.)

If it's more of an academic exercise to see if it can be done (and I also do those occasionally), at least the rocket bit should be fairly easy now on version 2.1, if the platform requests exactly fit on one rocket, then that's what the bots will load for you, no more no less. The rest will depend on stack inserters a lot, because only with those can you control the exact stack size that gets loaded into an assembler. For others you can only set the maximum stack size, but they can load fewer items in the first swing and then add too many on the next.

First I noticed that my main delivery ship makes a lot of trips when I craft shells on Nauvis, so I decided to make them on Vulcanus first since 2 ingredients come from there.
Then I noticed 10 shells take more space in a rocket than materials for those shells, so I decided to import materials specifically.

And only after a few hours of creating the bp and the post I realized I can just build a second ship and import plates and calcite alone, but now I'm committed to finishing it for the sake of it, even if it won't be the way I wanted it initially.

Fair points, but a) that's why I added 4 bays, and b) I was also thinking using minimum payloads instead - 1 rocket takes 50 radars, then appropriate amount of explosives, plates and calcite take 0.8, 0.8 and 0.1 of the rocket respectively, but didn't go with it because 0.1 of a rocket will be quite a waste if it were to be launched separately.

Ah, they will? I was testing it in editor, and super bots kept under- or overloading the rockets occasionally, even if requests were to fit exactly. But I'll see if it's different with normal bots, thanks.
