My electromagnetic plant is showing it can take thousands units of fluid. I don't think this is intended

You could work-around this by placing a pump in front of the machine, read contents of the machine using circuitry and only allow the pump to turn on when it's below a certain threshold. Not ideal, but maybe helpful to you or someone else.

It's not really an issue. There is not full 37k fluid inside the EMP. Instead, it's what in the whole fluid segment is where all other machines are connected as well. It's available to every machine, not just the EMP.
