I did not encounter this bug for a few years. It seems like something recently changed that this is back.

Thanks for the report. I was able to reproduce this issue in 2.1.17 but not in latest experimental 2.1.19. Given that there was an undocumented change around belt sideloading released with 2.1.18, i am considering this issue to be already fixed.
