Can you make games on Factorio?

Hi, me and my friend wanted to make a free fangame of Factorio in a rogue-like genre (I know its a wiered idea). We were wondering if it is allowed? We are not gonna use any sprites, music, or code from Factorio, everything will be drawn, and written by ourselves. However, it will use enemies, character, buildings, and other stuff from the original game. So I wanted to know if it is allowed? As I said, the game would be free on itch.io, but as it is a use of intelectual property, I didnt want to have risk of our game being deleted, or even be sued. I dont know of any other fan games of Factorio, so I wanted to make sure.

The Terms of Service permit you to create and distribute Factorio Mods re-using (modified) game art assets, but not outside works - and definitely nothing “commercial”.
You may use Factorio and other paid content for your own personal use.

You are not allowed to copy, transfer or distribute the game, its hacked or otherwise altered versions, any of its parts or any of the paid content.

Distribution of the original art assets such as models, fonts or textures is not permitted, unless it is necessary to create your own mods in accordance with the previous paragraphs.
Any commercial use of the Factorio source code, art assets or other affiliated assets is subject to express consent of Wube Software Ltd. For this purpose you can contact us on factorio@factorio.com. This does not affect your Video Policy set out below.
If entirely for personal use and not distributed then you can do whatever you want - nobody else will ever see it. :mrgreen:

If sharing with the public or possibly receiving Ad money (even by a third party providing “free” game hosting), you need to be original. Assuming that you draw your own Sprite Sheets instead of reusing the Factorio data files directly, there is nothing that says you cannot be “inspired by Factorio” with your Engineer character building a Factory.

I would be very careful how you approach this.
Making the game free lowers your financial risk, but it won't stop it from possibly getting deleted. Even if you write all the code and draw all the art, using Factorio’s name, characters, and lore hits trademark and copyright issues. Wube would be well within their rights to issue a DMCA takedown to itch.io, which would wipe your project off the site.
However, game mechanics cannot be copyrighted. Anyone is allowed to copy the mechanic of conveyor belts, factory automation, and imitate the overall gameplay loops. To make the project safe, you just need to change the look. Change the title, invent your own alien bugs, use your own main character, and you are legally in the clear. Another option is to build it as an official Factorio mod, which the developers fully support.
Also with the rise of slop AI in gaming as of late, you should really ask yourself: Am I contributing to this trend of cheap slop games that are devoid of passion and mostly just a quick cash grab - please don't be that person.
