Add an automatic scrollbar to item-group tabs？

Feature request: Add an automatic scrollbar to item-group tabs in player interfaces, similar to the existing scrollbar for recipe lists.

When many mods are enabled, a huge amount of item-groups get generated. This causes UI overflow and makes it hard to select recipes or items.
This issue affects interfaces including the sandbox mode menu and the player inventory screen.
