[2.1.17] Fluid progress bar stretched on fluid container

Rai gave me the name

Pipe/storage tank UIs that have too large of an attached UI element will have their fluid progress bar stretched to match.

Well, it's "fixed" I guess ... but now it looks like this. I'm not sure if this is better?

Perhaps the height should be clamped? Though, if it's constant now, I can clamp it on my end.
