My space platform is not auto requesting missing construction materials

I have missing construction on the platform

Yet it does not populate construction materials

Oddly, when I try to build new objects to generate requests, some of the new requests work and some don't. It seems to be random whether they work or not. I have been able to place down new red underground belts and green underground belts, and they generated a new construction request, but when I tried to reproduce it for a screenshot, it didn't do the same behavior and it did not generate a new request.
