[2.1.17] Fulfilled requests for construction prevent platforms from delivering

When a platform has "auto-request missing construction materials" enabled, it keeps requests active for 0 items even after they have been fulfilled. If the platform produces those items, and you would like to deliver them to the surface, these requests prevent them from doing so. In the attached screenshots, I have a request from the cargo landing pad on Aquilo for express underground belts. My platform orbiting Aquilo produces these and should be sending them to the surface, but because it still has a request for 0 items from some long finished construction, it never does. As soon as I disable "auto-request missing construction materials," those requests disappear and it sends the belts.

Is this intended behavior or is it fixed? Because some of the replies here say it is intended behavior and others from months ago say it is fixed in "the next release." It still hasn't been fixed.

This is intended. Platforms will not send items to planets that were requested for construction. If they did, they would instantly send construction requested items back to planets as soon as they arrived.

Okay, that makes a certain degree of sense while there are still pending build ghosts, but I don't see why that is necessary once all the ghosts have been built. The platform isn't going to deconstruct itself to send material to the planet. Once everything has been built and the request has gone down to 0, why is it necessary to keep the request active?

It isn't. The Automatic Requests are normally cleared each time the Platform leaves a Planet. The Platform in your Screenshot does not appear to have a Schedule; I assume it has never left the Planet it was built around.
