[2.1.17] Crash loading 2.0.77 save (Entity::militaryTargetUpdateChunk)

save file has mods some aren't updated. when loading world on 2.1.17 whether syncing mods or not game crashes on "running entity setup"

reproduce-able every time but only on this save file.
any other save works normally
