In 2.0, the way higher-quality modules worked was that their positive effects are multiplied by the +30%-per-level quality bonus, then rounded down to an even percent (or tenth of a percent in the case of quality modules). This resulted in some qualities of some modules being substantially worse than they 'should' have been, because they were just short of the whole-percent cut-off before rounding, e.g. an uncommon Prod2 that should provide a 7.8% bonus only providing 7%.
Now, I could have sworn I read somewhere that 2.1 was going to change things somehow to reduce or eliminate this issue, but I can't find anything in the patch notes or wiki that says so. Am I imagining things?
