[2.1] Add read fuel to rocket silo circuit output

TL;DR

Add a biochamber like option to read the rocket silo fuel state.

What?

Allow 'Read Contents' to also send the current fuel level of the silo. I came across this desire doing a moderately complicated bot-less science island for Fulgora using circuit controlled splitters (these are great). More logistical shenanigans - good. This would allow for slightly tighter designs. Though tbf I'm not sure how handy this would be off Fulgora yet.

I do not get it, why would silo provide fuel amount if its powered by electric energy source?

Rocket Silo does not have a Fuel Slot to read

The “Rocket Fuel” item is part of the Ingredients for the “Rocket Parts” recipe; it does not power the Silo.

I suppose this could be useful in a Mod if they had a Burner Rocket Silo.
