Loader tile interactions

Currently inserters can interact with tiles (put items into space/lava), but loaders cannot. Allowing the same thing for loaders would both make sense and enhance gameplay. As loaders do not exist without mods, this won't affect "vanilla" gameplay. There could also be a prototype property for more control over loader behaviour.

If we're using loaders, we should be able to use them to dump full belts into lava
And they should be able to tell that they are doing that, so modders can add a smokey splash effect or something
