what I was doing: I was repeatedly cutting and pasting small parts of my factory on Vulcanus, in range of two separate roboport networks (The main roboport network and an isolated roboport network with no storage).
what happened: about 10 of my construction bots from the main roboport network picked up the buildings and then stopped moving, signaling an alert that there was not enough logistic storage space available. Adding storage space did not get the bots to move.
what should have happened: Since there was enough storage space in the main network, and the bots were in range of the main network, the bots should have stored the construction materials in one of the Logistic Storage Chests they should have had access to.
what fixed the problem: There was a second, isolated roboport network that the bots were in range of. At one point, the bots must have been "assigned" to the isolated network even though they were in range of both. Deleting this network, or joining it with the main network, allowed the bots to start moving again

If bots are part of a network without logistic storage that is supposed to happen.

Them being assigned to the isolated logistics network in the first place is part of the issue. It was very confusing seeing bots in range of my network say that there is no logistics storage space available when I did not even realize that there was a second isolated network until I started writing this bug report.
