[2.1.14] platform building request failed / issues

I did a testrun with my newly created ship design and stranded above fulgora. At the time I arrived fulgora was broke as hell with almost no rocket fuel available. Noticed this tooltip in my damaged ship:

Alerted by the red flavour text, in english "not enough to fill a rocket". While there was plenty available.
Tried different things, like making more platform at fulgora, make sure platform was stopped not in motion, solved my rocket fuel shortage. Then rockets began to deliver all the things to other ships. Still the red text. This is when I did that screenshot.
I quit the game, set my language to english for a proper bug report, and loaded the save. Now the red text is gone, simply shows no reason:

I could not recreate the red text issue. If you load the save, it's the ship at end of the list: laserfrachter_comm

Possibly related: a simple request for 200 red circuits on the platform results in 870 of them being requested on the planet. It even says so on the tooltip.
