Pass a range of qualities as a signal

The recycler to the right consumes scrap of various quality. Items of quality Uncommon and worse are fed to the recycler to the left, otherwise red inserter hands items over to the storage.

The problem is that when there are a lot of recyclers and inserters configured this way, and i want to add an exception to the logic (all items of Uncommon EXCEPT iron is discarded), I need to do a lot of work to set inserters up. Furthermore, it can be done only manually because signals-as-filters will remove my [>Uncommon:to storage; <=Uncommon: discard] logic from inserters because no combinator is able to emit that signal.

I think it would be a great idea if some entity could hold a signal of range of qualities.
It is worth mentioning that Selector Combinator has a mode "Quality filter", but it outputs all matching signals and not the filter itself. I imagine it would be like this:

This feels very XY-Problem to me.
Can you describe why you are trying to do that?

I'm not sure I understand what you want. But also I'm pretty sure this can be solved with a bit of circuitry fairly simply.
If you provide more context I would happily help you with that, if you are interested.
