In some cases, it's impossible to place rail signals that should be placeable:

Removing any of the rails below the one the signal should be attached to suddenly allows the signal to be placed (at this point, the rail can be placed back):

You have signaled it to be direction north only, if you want to make the track bidirectional you need to pair up the signal you already placed.

Right... No idea how I missed that. That being said, I guess the error "Rail support is in the way" is quite misleading. Maybe something like "Wrong side of one-way track" or something would be more helpful?
