[2.1.13] undeground belt not automatically rotating when built over belt

[2.1.13] undeground belt not automatically rotating when built over belt

When building undergrounds over belts in the recent version the second underground belt now stays in the same rotation as the first one and doesn't automatically rotate to the correct orientation so they could be connected.
