[2.1.13] Construction bots reserving rocket silo auto request locking up space platforms

I'm pretty sure we noticed this issue back in 2.1.9 and it keeps happening in 2.1.13 as well.

We noticed that our space platforms sometimes lock up and fail to fulfill their processing unit requests because construction bots are trying to put processing units into the automatic request rocket silos but they can't and just float above the silo's integrated requester chest.

After reproducing it in an editor save we figured it out that this likely happens during normal play if a space platform is in orbit and requesting processing units when we are deconstructing entities that have processing units in/on them, the construction bots grab them and they try to fulfill the logistic request of the rocket silo.

I've attached an editor save (located at C:\Users\[username]\AppData\Roaming\Factorio\scenarios\) that's prepared with the following steps to reproduce the issue:

1) Exit editor mode with /editor to be able to queue deconstruction plan instead of instantly deconstructing the chest (maybe not needed, not too familiar with the editor)
2) Use deconstruction planner on the steel chest above passive provider chest on Nauvis which contains processing units
3) Note that construction bots will hold the processing units
4) Enter editor mode and put 300 processing units in the passive provider chest
5) Note that the rocket's automatic request gets triggered because enough processing units are available in the logistic network to fulfill the automatic request of the space platform
6) Note that construction bots TRY to fulfill the request and block the logistics bots from fulfilling the request. The construction bots just float above the integrated requester chest of the silo with the processing units in their hands.
7) This locks up the space platform with the request as the rocket is getting loaded but will never be actually loaded because the construction bots are reserving the request despite being unable to actually fulfill it and put the processing units into the silo.
