[2.1.12] Space platform automatic request not sending

What did you do?
I have a legendary space platform in orbit above Nauvis with legendary cargo bays fully built (all placed, none are ghosts, none recently upgraded/replaced). I have a logistics section requesting normal items to be imported from the planet.

What happened?
One of my requested items shows the tooltip "waiting on a higher priority request: cargo bay, from planet" (normal quality). I have no cargo bay entry anywhere in my active logistics sections — the only cargo bays involved are the legendary ones already built and functioning on the platform. There are no ghost cargo bays, nothing in the auto-request-missing-construction-materials queue, and toggling that setting off/on doesn't change anything.

What did you expect to happen instead?
Since there's no actual pending cargo bay request (no ghosts, nothing queued), I'd expect the platform to not be blocked by a phantom priority request, and for my normal logistics import to proceed.

Does it happen always, once, or sometimes?
Persistent — it has continued across multiple save/reload sessions.

Things I have tried:

Save and reload the game — no change, issue persists across sessions
Confirmed no cargo bay ghosts exist anywhere on the platform
Confirmed no cargo bay has been upgraded/downgraded via upgrade planner
Manually delivered, built, and then deconstructed a cargo bay to try to "flush" the stuck request — no change
Toggled "auto request missing construction materials" off and on multiple times — no change

I don't know about the priority message, but nuclear bombs are simply too heavy, your own screenshot says so.
