[2.1.12] No keyboard layout switch

1. What did you do?
Just start a new game (no mods to be clean). Type something with us layout in any text filed. Do not even need to start game. Can use mods or options text filed.
US letter with us layout works as expected.

2. What happened?
Trying to switch layout to other (ru for example) using alt-shift shortcut (works on my desktop/browser etc) Can not type anything in any text field. Press button - no feedback in text field. No letters at all. Switching layout back to us (using same shortcut) and i can type using us letters again.
In short us printing works just fine. Switch layout - no printing. Switch back - printing, etc.

3. What did you expect to happen instead?
Keyboard layout switching. So i can type on other then us language. Works earlier for sure. But did not remember if it works for me with any 2.1 builds.

4. Does it happen always, once, or sometimes?
