[2.1.12] Platform logistics won't serve items in construction queue

I have two platforms:
- Buffer - requests some construction items from Nauvis and keeps them until I'll be buildung a new platform.
- Work-in-progress platform - A target for buffer

I've noticed that if Buffer has an item in its `Requests for construction` (even if it's completely fulfilled and showing 0) it won't serve it to requesters. It works as expected after clearing the list by unticking the Auto Request checkbox. Ticking it again doesn't break the behavior until new construction request will appear on Buffer.

- WIP platform requests 703 foundations and shows "0 Available on platforms"
- Buffer has 21 foundations in stock but is not serving them to WIP because it has an entry for platforms in its own "Requests for Construction" despite it being completely fulfilled
- Unticking the Autorequest checkbox immediately sends those 21 foundations to WIP
