[2.1.12] Interrupt "not at Station" improperly capitalized

When adding an interrupt with the condition "Not at specified station", it is added to the conditions list as "not at XXX". The lower case n is inconsistent with other interrupt conditions, and should probably be capitalized.

Thanks for the report. Those strings are now changed into "At __1__" and "Not at __1__" for 2.1.13.
