The personal robots in this save are broken in a couple ways. Note that the player's inventory is full, and if it is emptied they do sort themselves out.
STR:
1. Have armor with a personal roboport equipped
2. Have a full inventory
3. Damage something
4. Fill the stack of robots (or, replace with something else)
5. Robots get stuck
The robots do not follow the player or return the repair pack, as would be expected. (If they are holding nothing, they do not follow the player. If they are holding an item from deconstruction, they do follow the player.) The same behavior occurs in 2.0.
This is a minimal reproduction from a friend's save. He somehow also managed to get the bots into a state where they do not bob up and down; I have not been able to reproduce that (perhaps it is related to that being a multiplayer game?), but I can send that save via PM if desired.

Thanks for the report however this is not a bug. Your inventory is full and the robot needs space to put itself as well as space for the repair pack. Since there's no space for the robot it will just wait until there is. There is no hard requirement that they put the repair packs back and follow the player even if there's no space for them in the player.
