[2.1.10] Factorio Data repo contains old files

The factorio-data repo looks to be mostly updated to the latest 2.1.* data, however it contains several old files that should be removed, validated against the files present in my local install.

Specifically the ones I found are under the quality mod - data-updates.lua and prototypes/recycling.lua. These look like they are probably from the recycler stuff before it was moved from quality into its own mod. The recycling file even references recipe.category, which no longer exists.

Thanks for the report, for the state of the repo this was fixed manually, and for future releases this should be handled correctly.
