my game keeps saying it cannot download the update. can someone tell me a solution or is it just something ill have to wait out?

Try downloading from http://www.factorio.com/download/experimental

maybe it's because of firewall or in game settings check if you endabled downloading of experimental releases

There was a 0.11 version that failed when downloading updates IIRC. Try redownloading the installer from the website as suggested above.
