It ruins the vibe and uniqueness of Vulcanus and Fulgora. There's a sort of challenge to building on those two planets that goes away completely when you're allowed to throw foundation everywhere.
You need more space on Vulcanus to megabase? Then bust out your cliff explosives and go hunt some demolishers. Working around lava is a big part of building on Vulcanus. A megabase is still possible on Fulgora as well but building there should involve trains (lots of trains!) hopping from island to island.
Foundation should be for Aquilo only

Yeah, foundation is not a thing you need on Aquilo.
So really what this guy is asking for is to have foundation removed from the game.

I haven't been to Aquilo yet. Don't you need Foundation so your hot buildings don't melt through the ice?

So, no, foundation is only really useful on Vulcanus and Fulgora.Foundation is an advanced version of landfill that is the only way to fill lava lakes on Vulcanus or oil oceans on Fulgora. Despite being unlocked on Aquilo, it cannot be used on the planet's oceans.
It can be used in the waters of Nauvis or the shallow waters of Gleba, at a much higher cost than using landfill.
Also, it requires ingredients from Gleba, Aquilo, and Vulcanus, and it's rather expensive, at 52 ingredients for 1 foundation tile.
Unless you're megabasing and need truly vast expanses of uninterrupted surface, it's purely optional. You can easily finish the whole game without building a single tile of foundation.
