I was trying to transfer items from one platform to another and failing to do so. When I tested with another platform in orbit, it worked fine. I did some further testing and turns out if the current location has a circuit wait condition, even if automation is set to paused thrust, the platform will not provide items to other platforms in the same orbit. Other wait conditions do not seem to affect it, so this seems unintentional.
Why this should not be the case:
- My manual ships use circuit conditions to prevent them from flying to the next location. This means I can't use this technique and also transfer items.
- My under construction ship has its targets and wait conditions preloaded from the blueprint. It now cannot transfer its items to other platforms.
- (Untested) Platforms with circuit conditions may not be able to provide items at all if the circuit condition triggers movement before the transfer starts.

This seems like it might be fixed in 2.1.10.
I haven't had the time to extensively test yet, but I got it to work in at least one instance.
