[Genhis][2.1.9] Platform requests deadlock when switching to request from platforms

Platform arrives at Vulcanus and requests 1k turbo belts from planet. Rockets are loaded. Switched to "request from platform." Loaded rockets on planet surface do not launch, but are full. The orbital buffer platform also does not supply the belts. Requesting platform is deadlocked "waiting for rocket." When I switch the request back to "request from planet", the rockets finally launch and deliver cargo. Some screenshots are attached, showing the deadlocked state of one of the rockets, the buffer platform, and the requesting platform.

I can provide the save file but it is quite large (>100 MB).
