[2.1] Ship stuck waiting for deliveries, they're all "not enough to fill a rocket"

I have a ship waiting above Nauvis because it's a few items short on a 3 different requests.
There are enough silos ready to launch and enough items on Nauvis even to deliver full rocket loads of all the item types, but none are being delivered.

- green circuits 1632/2000 - 13k on planet.
- iron plates 992/1000 - 8k on planet.
- plastic 636/1000 - 4.7k on planet.

6 silos with two rockets ready to launch each, set to auto-delivery.

False alarm - there wasn't enough space on the ship, so it was just a misleading message.
