[2.1.9] Space platform starter packs are sent for logistics requests but not for construction requests

It is now possible to send space platform starter packs between platforms using a logistics request.

However, when ordering the creation of a new platform via the remote map, nothing happens. The space platform starter pack is not sent to the construction request, even if one is available on a platform which has "Provide materials to other platforms" enabled.

This is inconsistent as space platform starter packs can be sent via logistics requests, and platform to platform transfers happen for other construction requests. From the https://www.factorio.com/blog/post/fff-441 it sounded like the intention was to allow building platforms in orbit without rockets from a silo.

Thanks for the report. This is simply not a part of the logic changed in 2.1. and still has to be done from a planet.
