I am on version 2.1.9 and I am encountering an occasional misbehaviour of platform-to-platform logistics.
If a platform has ever requested something for construction, it will make a request for that item. When it recieves the item it will zero out the request, but not clear it completely.
If another platform is requesting items from that platform, it will not be able to recieve them as there is a (zero quantity) request on the other platform.
For example;
Space platform 02 is requesting cargo bays. It reads as zero available from platforms.
The buffer platform has 40 in stock, but is requesting 0 because it has requested them in the past automatically.
Because the buffer platform is requesting cargo bays it will never send them.
Clearing the request manually allows them to be sent.

Thanks for the report however this is working as intended. If it did not work this way, as soon as the items arrived for construction they would potentially be sent back to the planet (if it was requesting them), or to other platforms - resulting in the platform never being able to build with them.
