Add exclude/blacklist to Pump Filters

The combination of FFF#416 (Fluids 2.0) and FFF#405 (Pump filters) make Sushi pipes possible.
However, they would be a lot easier and more efficient, if the pump filters could also be set to exclude/blacklist 1 fluid and pump everything else.
