[0.11.16] Inserters sleeping

Some Inserters don't sleep when power is cut to them.

Looks like all inserters are capable of lseeping correctly when they are powered, but not all inserters sleeps when power is cut. The number of inserters sleeping is actually decreasing when the power is cut. Only tested this with fast inserters but the problem might also occur with other kind of inserters.

Steps to Reporduce:

- Remove the big electric pole the player is standing next to in the map below to cut the power to the lower half of my base.
- Going straight down and around the oil processing will lead to a furnace area where the problem is very visible.

Inserters not sleeping when they could is not a problem, but a feature missing / to be implemented.

Right now I see no reason for having a large chunk of a factory cut from power for a prolonged time period.

Can this please be moved under suggestions as "Inserters without power should sleep too" ?

With the devs implementing power switches in the future( they talked about it in a FF) And the fact there is multiple threads talking about how to only turn on/off parts of your base, does make it a problem.
The odd thing here is that only some inserters doesn't sleep when the power is cut and i don't think that's intended behavior so it should be treated as a bug.

The reason i turned off power to my base, was because i wanted to see what part of my base caused me to lag and i definetely think ~1200 inserters that doesn't sleep is a part of that problem.
