When syncing mods to an 2.0 save file, I forgot to check the Recycler box to keep it enabled. Upon starting the game, I saw the mod dependency error message saying that Space Age and Quality both require Recycler. Out of habit, I clicked "Disable All Mods". The game restarted and gave me the same error message. Same for "Disable Listed Mods". Space Age and Quality remained enabled, and Recycler remained disabled. The only way to fix the error was to click Manage Mods and enable Recycler (or disable Space Age and Quality).

I assume this is a consequence of the DLC mods being considered "special / not a real mod", but the result was certainly unintuitive. If you are going to have special behavior in the mod manager for DLC mods, why not add specific logic to enable Recycler automatically when syncing to a save file with Quality or Space Age?
My mods: Multiple Unit Train Control, RGB Pipes, Shipping Containers, Rocket Log, Smart Artillery Wagons.

Thanks for the report. I've added a migration that will recommend enabling the recycler mod when syncing-mods-with-save from a 2.0 save in 2.1.
