[2.1.8] "Recommended" mod dependencies are not downloaded by default

When installing a mod, all required dependencies are also downloaded and enabled by default. However any Recommended mods are not downloaded, requiring the player to manually select each of the child mods. This behaviour is the same as optional mods to the end user when browsing.

It is only if the player does manually download these supplementary mods, then they are enabled automatically when enabling the parent mod, showcasing the new "recommended" behaviour.

The expected behaviour is that recommended mods would be included in any mod pack download, and the player can then opt to disable the mods afterwards.

This can be replicated by installing the Krastorio2 mod using the in game mod manager. The dependencies of flib, Krastorio2Assets, Krastorio2MenuSimulations are included, but the recommended ChangeInserterDropLane is not. The attached log captures this mod download sequence.

I know. This is fixed for 2.1.9.
