Roundoff error on +20% lab research speed

Roundoff error on +20% lab research speed

With one level of research speed, the tooltip on labs says "Research speed: 1.2 (+19.99%)" - inconsistent with the technology and bonus GUI which both say 20%.

All other levels in vanilla display as expected; it's just the first level that does this.
