Allow platform to platform transfer at solar system edge

I had just assumed this was gonna be a thing, and many people have been talking about this idea while devs were around. It is werid they never said you couldn't do it which makes me think it should be intended behavior to allow this. It would harm no aspects of the game and only improve promethium.

Agreed, this would be a nice option for creating system edge logistic transfers. I just assumed this would be possible but did not realize you need a planet at the location for platform transfers to occur. Add this!

Yes, we would like to allow this, it isn't a simple tweak or toggle,
In the engine, the Orbital Logistics is owned by the Planet object, which doesn't exist on the non-planet space locations
So it will be a little bit of a slightly bigger refactoring to make it work, but we have our top men on it
