In X11 this is still there and works as expected. Back on 2.0.77 it is present and works as expected on both X11 and Wayland.

I have my primary display on the right and play games on the second monitor to the left. This option helps greatly to avoid having to press Shift + Meta + Left like I do for most every game ever.

I tried using Window Rules to get around this but nothing I've tried seems to affect which screen the game launches on. I can sometimes change it after the game has already launched, but never at launch.

OS: OpenSuse Tumbleweed (Linux)
DE: KDE Plasma 6.7.0

Apparently this is intended and your composer is supposed to handle this - not a setting in the game. At least, that's what the change that made it says:

On KDE it is Meta+Shift+Left/Right Arrow, which works perfectly for me now moving fullscreen Factorio between monitors. You can set a WAYLAND_DISPLAY= environment variable when launching too, though I'm not sure how easy that is to do on linux steam since it's not an argument exactly.

That said I believe it IS possible for a wayland app to query a list and request a display via set_fullscreen() based on some quick searching for this issue, but it might be more complicated than that.

For envvars in steam you usually put something like WAYLAND_DISPLAY=blah %command% in the launch options. Though given how envvars work I wonder if you could run steam by invoking it like env WAYLAND_DISPLAY=blah steam to affect every game as OP seems to want? (I'd test this myself but I've only got 1 monitor and not using KDE)

Thanks for the report, but this is not a bug. Wayland clients are not supposed to try to control their own positioning, and compositors are supposed to give you control over that. If your compositor does not let you control this, then that is on them.

Wayland clients are explicitly discouraged from using specific monitor IDs in set_fullscreen, and Factorio attempts to be a good Wayland citizen.
Don't forget, you're here forever.

Perhaps it was some kind of "cosmic ray" type of situation. Here's what happened:

- I updated Factorio
- It launched on the wrong screen so I looked at settings, saw the missing option.
- Tried using a window rule to shove it to the left screen at launch. It didn't work. Nothing I tried worked.
- Updated my system in case there were other factors, bugs, etc.. (went from plasma 6.5.x to 6.7.0)
- Rebooted and re-made the window rules
- Still not working
- Rebooted and re-made rules a third time. Still nothing.
- Made bug report here out of frustration.
- Later turned off pc and went to bed.
- Today booted pc and made new window rule again (because insanity says to do the same thing over and over or however it goes)
- Magically it works.

For some reason KWin window rules are working for Factorio today. Tomorrow they may not again. Who knows.
I would have just dealt with it anyway, but why bother if I don't have to.
