Not sure if this is a bug, but i didn't see anything for this in patch notes.

If you don't have any rails on you and you use rail planner, it works like you were holding shift all the time except you cannot rotate either. its very hard to make curves now, especially tight S curves.

Thanks for the report however this is working correctly. This is simply ghost-rail-building: it's not limited to any specific distance (since it's placing ghosts) and will attempt to make a path to whenever your cursor is. Previous to 2.1 the rail-planner logic when building through ghosts like this would falsely think you were limited to a maximum distance the same as normal rail-building. This was fixed here: 133642 so ghost-rail-building is ghost-rail-building and has no limits to distance regardless of where it's being built. Holding shift will still be ghost-rail-building but also "mark trees and rocks in the way for deconstruction".

ive noticed this aswell! something is hindering us to rotate the rail in ghost mode when its "following the mouse" making it really hard to place rails now. you effectively have to guess where the rail might end up after a turn and then have the factorio ghost mode gods decide that its the actual way it wants to route the rails :P
