[2.1] Super force building over pipes should place underground pipes

Currently it place underground belts whed something builded over belt, so it common sence that same logic should be applied to making pipes to undergorund pipes.

*Unless there is pipe connecting to input/output of entity (like for exemple placing pump over pipe)

And underground pipe should be placed when you try to build onto an obstacle such as when you try to build onto an obstacles with belts, that build automatically an underground belt.

What a great idea, ive noticed it didnt work before too and always thought it was weird they made it for belts and not pipes.
