[2.1] Make hotkeys hints in English only (optional)

TL;DR

Make hotkeys hints in English only

What?

I noticed that 2.1 shows hotkeys in currently selected locale (not only English), i.e. я instead of Z in Russian (and suddenly in lower case...)
Can you make it optional (one more checkbox in the Interface settings)?
And make simple [one-letter] keys in upper case too.

P.S. Small bug: hotkey for Tech tree in the upper right corner not changed when switching language, only after open/close Tech tree window.

Why?

Some people prefer hotkeys to be always English.
