[2.0.76] After ship is ordered to depart, it still dispatches NEW inserter loaded rockets

I have a ship that I ordered to go to the next planet. But it is requesting an item that is currently being loaded into a silo by inserters. If the ship is still waiting for already launched rockets to arrive, it also causes new rockets to be launched from these silos. It should not do that.

I know ships wait for rockets on the way and for rocket silos which get filled with a logistic request caused by that ship. Neither of these are the issue here. The number of items "on the way" accounts for stuff being loaded into a silo by bots. But this number should not increase after the ship is ordered to leave. It does, if you have an item loaded into silos by inserters. Please change that.

Steps to reproduce:
1. Have a ship order 100k red science from a planet with no red science in logistics network.
2. Have two silos inserter loaded with red science on the planet (lets say with 2 legendary bulk inserters each)
3. Bring the ship to that planet
4. Wait for the first rockets to launch
5. Order the ship to leave the planet

The ship will not leave as it will dispatch more rockets, causing the number of items "on the way" to go up and down until it finally has all 100k science and will depart only then.
