allow requester chests to set requests at the same time as read contents
In FFF 441, it is stated that it is now possible in 2.1 for a logistics hub to set requests by the circuit network at the same time as you read contents by subtracting things off to find the added signals. I am requesting the requester chests and buffer chests get the same system.
