[2.0.76] Cannot Set Recipe on Biochambers if "No Nutrients"

1. I have Biochambers with Set Recipe enabled, and then Run out of nutrients (as fuel). Then I remove or change the signal for the Set Recipe.
2. This does NOT unset/change the recipe if the biochamber has no Fuel.
3. I expected that it would be able to change/unset the recipe and move items to the trash slots, regardless of nutrients.
4. Easy to reproduce with most biochamber recipes. Electric machines does not act like this, as they are still able to unset/change recipe even unpowered.

This case was a safety measure for pentapod eggs, as I want the biochamber to dump its eggs if nutrients have jammed. But biochambers that happen to be in the status "No Nutrients" cannot have their recipe changed via circuit signal.

Thanks for the report however this is not a bug. Other crafting machines work identically: the machine will not switch the recipe while a craft is in progress.
