[2.0.76] Desync with mods

Desyncs in modded game will be ignored most of the time, until it is clearly proven that the desync is not caused by scripting.

Sorry for posting here, but for some reason I am unable to create a new topic in the desync with mods sub board. All mods are available on the portal, and I have connected with this set several times before. Running on a headless server, another player was in game. I dysynced right as I joined, copied the report up to google drive (https://drive.google.com/file/d/18ENxSU ... sp=sharing), and the was able to rejoin without issue.
