Multiplayer UPS abnormally low

Looking for some insight as to why this might be. Attached are my stats while connected to my server.

The update time (f4 menu) shows this:

I interpret this to be my machine's statistics and therefore the "multiplayer UPS" indicates that the server is struggling. Since this is identical to my update time when I run this save locally, and the server shows 120% CPU, that seems to be the reasonable conclusion. My ping is "4 ticks" which according to various info on the net is correct and good.

Am I safe in assuming that I need to upgrade my server? Just want to check before spending money and dealing with hosting changes or DNS.

Here is the required screenshot. I have a copy of the logfile which I am happy to share if needed. I'm not sure if there's anything in that file which is personally-identifying, so I will wait to do that unless you need it.

At any rate, I do not think there is actually a bug here. Just making sure the server performance is really the issue before I get a new one.

Edit to add: There are no mods installed of any kind, this is 100% vanilla.

This is indeed the server being performance limited.
