Add a delay to the alert about running out of ammunition in the turrets

The alert about running out of ammunition occurs too early.
By the time I turn my attention to the turret that supposedly ran out of ammunition, it turns out to be full of ammunition.

It is necessary to add a delay in the alert system.

It is possible that the early alert occurs when the quality of the ammunition changes.
At least, I have not noticed any alerts about running out of ammunition when using the same type of ammunition.

Differing quality of ammunition can't be stacked, so it will indeed run out of ammunition while the switch happens because the inserter can't start work until the turret is empty.

And there he makes another thread about something he just encountered without giving it a second thought of why it actually might be the way it is.
