"not-in-mined-by" flag

There is already a flag for not showing a machine in the "made in" category of the factoripedia, but no such flags exist for the equivalent case of "mined by" entries in ores and the mined items.

This would help me clean up these sections when using my "more quality scaling" mod to make mining drill speed and/or area expand with quality level - since internally I need to make new entities for higher qualities, these currently appear in all "mined in" sections. The "not-in-made-in" flag appears to have no effect in mining drills at the moment - so having it also apply to the "mined by" section would be another solution to this issue.
