[2.0.76] Steel plate productivity 3 tech shows wrong starting point

On the UI research card for Steel plate productivity 3, it has "1 -> ∞", I beleive this should be "3 -> ∞"

Thanks for the report. There are no bugs here. This technology starts at level 1. You have levels 1 and 2 researched so it shows 3 as the current level to be researched.
