I have loaded the save game and found this weird texture in the water.
I researched for possible existing bugs but didn't find any.
I created this mining field using a mining cell blueprint (it is in the save game). I pasted the blueprint using the shift+left mouse button.
So it showed a dark blue outline of the miner, belt, etc in the water. I erased them using the right mouse button. It didn't appear again while I was playing. After the session, I saved it normally.
It appeared when I loaded the save game in the next day.
If I remove with the right mouse button. It disappears. If I ctrl+copy, it copies as a blueprint. I can't paste it in land but I can paste in water.
If I erase these textures, save the game and load again, it doesn't show the textures again (I didn't test to load the game after restarting the computer to simulate exactly what happened between yesterday and today).
I expect that it shouldn't appear anything.
This is the first time I see this bug.

That is Landfill as a "Tile Ghost", automatically placed when you Shift-Clicked the Blueprint.
You can remove it wholesale using a Filtered Deconstruction Planner. Here is an Importable Blueprint set to remove only "Tile Ghost":
